They can't refuse it by law.
Yeah, the issue is that the tax due is a debt so cash can't be rejected as payment. Had the guy tried buying a map from DMV with pennies, they could reject cash as payment because it isn't a debt.

So he wasted tax dollars and delayed other taxpayers just to be an ass.

sure they can. the Pennsylvania Department of Transportation is check only, and most toll roads now are ez pass and up until last year the IRS had a no cash policy. AND if you pay the IRS by cash you can only pay 1000 a day and they tack on a $3.99 fee.

I applaud him for making his point. The problem with these government entities whose sole purpose for existing is to serve the public is that they have forgotten they serve the public and seem to think the public serves them. That is wrong. When they go out of their way to make contacting them difficult or impossible which they certainly did in this case then they are intentionally violating the public trust. They have a responsibility to be accessible and responsive to the public that they are here to serve. :beercheers:
Maybe the guys that might be answering the phone are counting massive piles of coins that a total fuckwit brought in?

Never seen the coin rolls inside the paper containers?

In either case it would be like giving a bus driver paper money when they only accept coins or a large bill when the store doesn't accept anything like at after a certain time or if you purchased a very small amount.

In either case this has been done before.

He originally received the coins in rolls and paid people $10/hour to remove them from the rolls.

He paid the vehicle sales tax on the new Chevrolet Silverado and a new Cadillac Escalade he bought. He's required by law to pay within 30 days of purchase. This is not income tax. And all this butthurt started with him trying to pay the sales tax on the new Chevrolet Corvette he bought for his 15 year old son who had learner's permit.

Sales tax must be way less there too, if he only has to pay $3k to register his son's new Corvette and some other new car.

And he's probably raising that kid to be a little prick as well.

I purchased a new Corvette for my son who was in the process of getting his learners permit (and yes I know, young boy + new corvette = not smart) but ever since he was a child I always promised him that once he started driving I would hand him the keys to any car that he wanted.

Well it was worth it for him to spend a not insignificant amount of time and money in order to make his point so I still say good for him.

It even says so in the article, trust me if they could have refused them they damn sure would have and then had a hell of a laugh at the guy having to haul all those pennies back home and figure out what to do with them.

and i am pointing out that state and federal agencies do have or had no cash rules. the IRS charging a fee for cash payments is over the top. THEY ARE THE FEDS

No, you're pointing out that you do not understand the difference between a purchase and a legal debt. Pennsylvania DOT can turn down cash because renewing a drivers license, paying a toll, buying an EZ Pass or registering a car is not a legal debt, it's an discretionary purchase. The Pennsylvania Tax Collectors office can't turn down cash because tax debts are non-discretionary, you have to pay and they have to accept legal tender.

it's legal tender so you suck it up and accept it, especially if you're an employee of the state, even if this guy's beef with the DMV is total bs.

If the government or anyone isn't fine with this, promote legislation to eliminate coins under a certain value. Supermarkets already have to do rounding anyway so it's not a problem implementing this.
