No, you're pointing out that you do not understand the difference between a purchase and a legal debt. Pennsylvania DOT can turn down cash because renewing a drivers license, paying a toll, buying an EZ Pass or registering a car is not a legal debt, it's an discretionary purchase. The Pennsylvania Tax Collectors office can't turn down cash because tax debts are non-discretionary, you have to pay and they have to accept legal tender.

It's also a bit interesting that using cash has become asshole-ish.

Probably a white people thing.

I left you an out, you decided to ignore it and prove exactly how stupid you are. You answered your own question, the IRS does accept cash and the fees/limits are imposed by the 3rd party retail partners who collect it.
