It depends on the games that you want to play and how complete you want the games to be. You can get well loved copies of common games for not too much dough, but good copies with boxes and manuals of many games will run you $30 to $100 or even more.
What we are telling you is that a hand held device that does what you want likely does not exist. You need a GBA with a flash card and emulators. Many SNES games have been ported to the GBA anyway, like Super Mario World and TLOZ: A Link to the Past. Plus, consider how big SNES cartridges really are, and consider that the portable device isn't really going to be that portable. Not like a GBA SP.
How much do you want to spend on such a device? It isn't going to come cheap you know... and a GBA SP runs $80 new, and then you immediately have access to a huge library of games, including many NES and SNES ports. In my opinion some of the best games out there are on the GBA (not in terms of graphics, but in terms of play quality).
