Oh yeah, IMO if it has more volume than a mini tower, I don't care if it holds a mATX board, it's not really a mATX rig.
Cases like the NXT Rogue, Lian Li, Q-Micra..........those cases are freakin huge. I don't see
why they don't put standoffs for ATX and just call it a small ATX case.
I have to lug my Micro Fly across the country and it's heavy enough as it is. There's no way in hell I would lug a Rogue around.

The case physically has two slots, but mini ITX boards only have one slot. You might be able to find some board with two slots like the Shuttle boards, an undersized Flex ATX or a DTX form factor board, but good luck on finding any besides in a Shuttle box.

I believe it can. I have that FSP 300W PSU (older version with zero PCIe plugs) and I ran a 7900 GTO and a super-overclocked socket 939 San Diego core chip at 3.12GHz on it for a while (before I got an Enermax unit).
Just make sure you get a GTS 250 with the "new" PCB design. These are characterized by a shorter 9" PCB and a single PCIe power plug.
The PSU is standard SFX sized, so you can get higher wattage units if you have to. Currently the highest output SFX unit is a 350W unit made by Seasonic with a combined 26A +12v. Strangely it does not come with any PCIe plugs, but it has enough power. Heck, I've run a GTX 260 on one, using two adapters.
