I've heard from several people (male and female) that went on singles only cruises, and had a BLAST.

A lot of places (more so the time of year) suck for singles. Take for example me and a few friends all went to South Beach for new years a few years back. New Years is probably next in line after Valentines as a couples holiday, everyone wants to have someone to kiss at midnight, and in all the clubs down there it was couples everywhere, sucked for the single guys. All the girls I talked to ended up being prostitutes pretending to be normal girls. Hookers FTL

I'd still do Costa Rica though, but I've never been there myself.
 
I've never had the balls to vacation by myself, but i'm probably going to have to one of these days. I went to Costa Rica with a buddy a few years ago and it was a blast. Stay at the capital for a day or two and take some of the tours (canopy tour is a must). Then go to a beach town like Jaco and just chill and take surf lessons and drink .
 
If you would be interested in traveling to Europe, you can find companies that organize group backpacking tours. I took tours of Ireland and the Scottish Highlands and it was a lot of fun. The good part is that even if you arrive alone, you will meet up with a group of other people who signed up for the tour. In both of my groups, all of the group members were in their 20's, so it was easy to get to know everyone and have fun while we were on the trip. You can also meet some interesting people in the hostels you stay at along the way (movie references aside).
