I had a boss who insisted you stay home if you were sick (we received sick time so it wasn't a penalty to take). Otherwise, she was a complete PITA, but she recognized that infecting other people in the workplace was a bad idea.

Now, if your company penalizes you for taking sick time, as in making you take vacation time, that's crap. That being said, if people wouldn't abuse sick time, the policy would not be changed to that in the first place.

I get four hours every two weeks -- think I have 20 hours in the bank right now.

Unfortunately it makes a huge difference where you work. My last job your sick time came directly out of your vacation time so you had a choice of getting vacation time or sitting around sick. Needless to say sick days were few and far between for people who wanted the pay (some people would just lose the days pay) and personally my only sick day was an appendectomy.

My current job does not track sick days, has flex time, and its easy to work from home so there is zero excuse for coming in while under the weather. If you are mildly sick work from home any worse take the day off or half the day. Works nicely but, unlike my last job, I work with dedicated professionals and while elsewhere there might be abuse of the system at least on the team I'm on I don't see any.
