No, that is not 'how it works.' Companies worth working for generally offer a competitive wage.

There are generally two numbers in play: What you have requested, and what they are offering. If the latter is actually more, that's what you get. If the latter is less, you may try to negotiate up to what you were desiring, but probably will end up compromising.

Again it sounds like your company is a pile of shit. Additionally, it sounds like your interview process plays out like a battle of wits for complete fucking idiots.

Oh, and the fact that you are not even advertising the shit wage you intend to pay people makes you, specifically, a piece of shit. I hope one of your 'candidates' fucking decks you.
 
Here is how a typical conversation goes with HR at my company.

HR Rep: Congratulations, we are offering you X job. Are you still interested?
Job candidate: Yes
HR Rep: Ok, we are thinking $X/hour/annually. What do you think?
Job candidate: <enter response here>

Now, why in the hell would a normal person at this point NOT think that they are free to negotiate? Anyone who has even the most BASIC understanding of negotiation knows that one party always offers LOW and the counter offer is always HIGH. Here are the possible responses at this point:

Job candidate: Sure, sounds great. = you are a fool, apparently have never negotiated for anything in your life, don't know how negotiations work at even a basic level, and we should probably rescind the offer because you're an idiot. Car dealerships love you, for your own protection stay 20 miles away from all car dealerships at all times.

Job candidate: Hmmm maybe $12/hour = you played it safe. Too safe. You got burned because you ignored the basic rule of negotiation - start high.

Job candidate: Hmmm maybe $18/hour = great, you have a basic understanding of negotiating a wage. You will probably be talked down and settle at $15/hour. Not bad. Good negotiation skills.

Job candidate: Hmmm maybe $50/hour = Again, clueless about negotiation with this ridiculous ambit claim. (For those who never studied business in college, this is a term for a ridiculous absurd demand in a business negotiation) HR is probably going to cut you loose at this point.

I hope some of you learned some basic negotiation skills from this post.

Which companies list their starting wages publicly on their job postings? Does Apple? Does Cisco? Does IBM? Does Google? Gosh, I never saw a job listing from any of them with the pay rates disclosed on it.... so odd, here I was thinking pay was discussed after an offer. We must be doing things completely backwards to the rest of the industry.

You are going to be in for a world of hurt when you get out of high school and hit the real world kid.... another millennial thinking he is going to be pulling in 75K straight out of high school.....

Actually, Apple janitors are contracted out to the lowest bidder and make minimum wage with no benefits. Why? Because that's how big business works in corporate america and that's how much janitors make. Big corporations like Apple don't care, even if their clever marketing convinces you they do. Mighty big words for somebody who was stuck at target until they were almost 30.

You talk like you know the way the entire professional world works when you've barely had a glimpse yourself. If you want to defend your company, fine... But when you make sweeping generalizations about that's how the "real world" works you just reveal how inexperienced you really are. The rest of us who have had jobs for longer (and probably more than one company) know that not everybody treats their hiring process like they're selling something on pawn stars.
 
What do they negotiate with at entry level positions? I can't imagine HR agreeing to any number higher then the starting offer without at least meeting the 2 year experience you require.

<shrugs> Why? Unemployment rate at 3% down here, maybe? Entry level IT job when most IT pros are applying for non-entry level IT jobs? Nah, couldn't be. That's too obvious.
 
The tables have turned - what was once unemployment where the workers were desperate is now the employer's being desperate for good talent. Hence, having to up it in pay scale. With shit pay, expect shit workers.

Not quite, although unemployment is down now, most of the jobs that were created during the recovery are low wage jobs. That means you can leave your $10/hour job for another $10/hour job. Doesn't give you that "I'm entitled to $30/hour as a high school grad" feeling, does it? Don't believe me? Maybe you'll believe the NY times.

BTW - I just love how the NY Times article I linked to includes a picture of a McDonalds in the heart of New York City with a "Now hiring $9/hour sign" in April 2014. Kinda debunks just about everyones claims thus far in one picture. Gotta love it. That's the heart of New York where you would be lucky to find a run down studio apartment for $2000/month. Try jobs in the heart of podunk middle of no where Alabama where you can get a nice two bedroom apartment for $500/month if you REALLY want to feel low wage pain.

No, Texas is a northern state. Just about any statistic available indicates wages are much lower in the southern states as opposed to the west and east coasts, or even the northern states, and the costs of living vary drastically between these regions. This is a perfectly valid reason wage rates differ drastically across the country. You are not going to get a New York City salary in middle of no where Alabama. Why? Massive cost of living differences. Massive policy differences (i.e. state income tax vs no state income tax.) I think you've just about demonstrated your competence. Come back when you finish high school geography kid.

These people saying they made $15/hour sacking groceries undoubtedly live in San Francisco, New York City, etc.
Cost of living in Austin/Dallas/Houston/SanA etc. is low to average (within a 45min commute); and 2 years experience at burger king will get you 24k/y.

The last recruiter to call me gave me a number (70-75k). Plenty of places list salary ranges as well.

Anyway, gotta go back to configuring this pile of shiny new Cisco gear that's sitting on the desk. Best of luck to your new guy- hopefully he learns fast and leaves quickly for a 100% raise.

You've also clearly never worked at or even interviewed with any of those companies. Approximate salary is discussed during the early phone screenings. Nobody wants the time and expense of an interview if compensation is a deal breaker.

Companies that attract top talent don't play ridiculous games like offering 50% below what they're willing to pay, and anyone worth hiring would laugh and walk out after being insulted with such an offer.
