I vote no to any of it, but if we were going to be forced into it I'd say Upvoting only.

Down voting inevitably leads to shit fights of users ganging up on people and down voting everything they say whether it's useful or not. No one up votes out of spite, so people usually only get up votes when they've done something worthwhile.
