fraud
n. the intentional use of deceit, a trick or some dishonest means to deprive another of his/her/its money, property or a legal right. A party who has lost something due to fraud is entitled to file a lawsuit for damages against the party acting fraudulently, and the damages may include punitive damages as a punishment or public example due to the malicious nature of the fraud. Quite often there are several persons involved in a scheme to commit fraud and each and all may be liable for the total damages. Inherent in fraud is an unjust advantage over another which injures that person or entity.

So sue them in civil court. That would be interesting. You might be able to get them under RICO, federal racketeering laws. 😀

That is if you can prove they were defrauding you because they were in fact not homeless.

Actually I wouldn't be surprised if someone has done this at some place and time.

I'm luckily educated enough to know that there are programs out there that do help the homeless and no I wouldn't panhandle. I'm sure most of the panhandlers don't but if panhandling were to be made illegal and they would get arrested time and time again for it, I'm sure they would find another way to get by or even better yet. When they got arrested could ask what they could do to get money to survive. Panhandling is just easy and legal, that's why the bums do it.
Many homeless are just as educated as you, if not more. The situation that put them where they are is something you cannot speak for.
You are speaking from a nice warm house, most likely in a padded chair, on a computer. Not broke, homeless, jobless, unkempt, hungry and definatly not in the best mental health of your days.
Take away every resource you have, from clean clothes, to a home, to even family.

BULLSH!T. If someone gave him a ride, maybe.
They did a story about it on the news once - people panhandling after work for some extra spending money and making a killing at it.

Whether its true or not for anyone, whats the problem. Jealous? Since when are there a code of ethics in this country on how to make money? Please don't tell me that they are criminals while those in sales bs'ing potential customers to buy something that they know won't help them is a better life to live.

If you don't want to give, don't give, but don't pretend that they are worse people than you or anyone else around you.

Nope, I don't have a problem with it at all.

Screw this. I'm changing my position. I want panhandling banned.

Husbands around the world will rejoice when they can simply point the the anti-begging laws when their wives ask them for cash or the CC.
