should computer still boot without rams?

I got a NF2 board I need to test to see if it works but I dont have any DDR rams
i have CPU though, put stuffs together minus ram, it doesn't boot
everything spins but nothing on the screen
is this dead?
plugged speaker to mobo to see if it gives me any error beeps but nothing.
 
I think mobos should come with like 128MB of cheapo ram so if the computer doesn't have any, you can still boot. When you add memory, the onboard will be disabled and if you want you could later enable the onboard with your current memory.

Sorry, but I don't want to pay for any "cheapo" ram when I buy a new motherboard. I want to spend the money on components I select, and keep the cost down by not including features I don't need or want.
