Could be. It's either that or one of your tires is beginning to separate from the inside. Have them balanced, and if it doesn't go away then it's a tire falling apart.I recently put my studded winter tires on new rims, had them put on my vehicle. Noticed that some of the lugs nuts were cracked but the rims felt tight.
When I drive at 63 mph the steering wheel shakes, do I assume that the wheels are out of balance?

Sometimes a new one is bad. Doesn't happen often, but it happens. Have them balanced first, get new lugs and go from there. The tires have less than 500 miles on them. How do I check for a tire falling apart?

Yeah, get those replaced ASAP or a shudder at 63mph will be the least of your worries!
Going ~50 mph must have given my car a harmonic frequency that got amplified but the frequencies were too slow or too fast at other speeds.
