Try closing one eye. The effect totally disappears, unless you are at an angle to the image. Or stand way back from your monitor. The face is now very clear.
 
Good ol illusion demonstrating the powers of retinal lateral inhibition. Essentially, the retina has inhibitory inputs to adjacent retinal cells to prevent signalling errors. This is so that the signal from one cell won't mistakenly spread to adjacent cells.

What's the illusion here? If I star at it long enough I start to see circles at the intersections of the white lines, I think I've seen that in some other illusion before. It also occasionally seems to have depth to it. Is there something else I'm supposed to see?
