Setup was unable to create the directory - Error 5: Access is Denied

I have been trying to install a couple of programs to my Windows 7x64 computer. The programs are mediamonkey and musicbrainz. Both install fine on another win7x64 computer I have.

I get the following error:

Setup was unable to create the directory
"c:\users\office\appdata\local\temp\is-CIGH9.tmp"
Error 5: Access is Denied


I have checked permissions and ownership and I as far as I can tell I have all the rights.
I can create a file in the "temp" directory.
I can delete a file in the "temp" directly.
I have tried "run as administrator" (even though I am the administrator)
The UAC is off. I have turned on and it still doesn't work. Turned it back off.

Any suggestions? This is driving me nuts.

Using Explorer, go to the top folder, right click on it and "Take Ownership."

My question is - why are your music programs using \Office?

Yes, Office is the user account. I solved the problem by using my acronis backup of tbe os.

I wish i could have really solved the problem tho. Fortunately i just backed up the os a couple of days before. In the days that followed i had a page file problem. I was switching drives around. Maybe fixing that cause me to break the temp directory permissions. Not sure why or if but its the only thing i could think off.
