OK, then this will be the plan (still open to modification if someone has a suggestion)....
I will use the historical join date as supplied by Soni (and keep it up to date) and, when a TeAm member with 0 Total Work Units hits the one year mark, the letter we have been working on gets mailed to them.
If no response in a couple of weeks...they get removed from the "active" roster.
If they request to be removed from the TeAm...they get removed from the "active" roster.
If they request their name be removed from the TeAm's mailing list...they get removed from the "active" roster.
If the email gets returned as "undeliverable"...they get removed from the "active" roster.
If they give any positive response whatsoever and actually get started up and do a Work Unit...I will make a "Halleluyah Message" proclaiming the fact.
