I don't think it would be in the interests of a terrorist organisation to plan an attack on the anniversary of Sep 11. The day when every American is thinking/worrying about being attacked is not the most clever time to actually initiate an attack.
I doubt that Osama et al are sitting around thinking of a name for Sep 11 (blow up America day!) and a way to 'celebrate' it every year, which involves attacking again on the scale of the first time.
Maybe a bomb will go off somewhere but it's more likely to be set by some nutbag living in the woods somewhere who thinks all college professors are gays who need to die, and uses Sep 11 as a way to draw attention to it.
The terrorists will more likely wait for February 29th to really confuse people.
