I've been following the thread about this promo over at dslreports and I think this is the run down.
General Promotions:

Also.. Distance Requirements now apply for both RT based and CO based customers... The Previously offered Deluxe Package will no longer be offered.. Any Plan you currently have if you dont change it then you wont loose it.. ie Expert Plus 1.5-6/384-608 pppoe 99.95
I called on the 2nd to upgrade to the to the Expert Plus package, (Im currently on the standard). The rep was quick, even informed me that im 3750 feet from my CO.

OK, now to work thru the marketing stuff.
The 1.5-3/384 is a marketing tier, not a speed tier. If you order it, it will actually be the 1.5-6/384-608 like the Expert is currently.
Existing customers CAN call in and get the new price!! It's just not advertised.
All I expect is 3mbs/384kbps, but the sales rep even said that I will most likely get up to 6mbps, so only time will tell.
I also believe you can get a free modem, the newer ones, because with every contract includes a free modem. shipping and handling applies tho, and tax I think. I asked my rep about the price after the contract and he said it will go up to 99 but I will have the chance to renew it, and that I would also be informed before the contract ends. (this I doubt because I wasn't informed when my contracted ended and I payed 50 a mo for the same plan other people were paying 29.99 for)
