Not sure what's different, compared to the 860 QVO drive, or whether there is going to be 870 EVO TLC V-NAND drives as well.
I have dual 850evo 500GB drives. I was under the impression that the 850 maxed out the SATA III bus. If you look at the 860evo vs. 850evo, they are very close in performance. So it looks like the 870QVO is a spinner drive replacement solution.
If I were samsung I would focus more on next gen NVMe tech.
