Interesting statement, although I don't completely agree. Gangs usually don't have a greater objective, like the downfall of a government or the release of political prisoners. In that sense, gangs are a step below terrorists because their violence is often meaningless

..they attempt to controll territory and traffic drugs. And in some cases the revenues from drug sales fund larger terrorist activity. Or fund encroachment/takeover of rival gang territory. Dealing with gangs as a "law enforcement" problem has largely failed. They're not afraid of jail or prison and it's not seen as a deterent. Talk to anybody in law enforcement "gang task force". The problem has grown and is generational and taking on a "para-military" character. They are terrorists.

If they "control territory", then they do not accept the authority of the US government while still operating within US borders. It may be a bit hazy, but I would still consider them to be terrorists after a fashion.

If prison is not a deterrent, what would be?

I always believe in second chances.

But people that commit crimes that are so gross such as murdering a preagnant woman should only get their second chance in the next life.

Well I am going to look at it this way, all three of them are together once again in a better place.
The gangsters who shot and killed this poor woman and her child will get there justice on their deathbeds.(burn in hell for eternity)
