Dealing with gangs as a "law enforcement" problem has largely failed. They're not afraid of jail or prison and it's not seen as a deterent. Talk to anybody in law enforcement "gang task force". The problem has grown and is generational and taking on a "para-military" character. They are terrorists.

If they "control territory", then they do not accept the authority of the US government while still operating within US borders. It may be a bit hazy, but I would still consider them to be terrorists after a fashion.
If prison is not a deterrent, what would be?
