Question Ryzen fan speed and cooling

Im not sure whats going on here. I redid my pc thinking there was a program running causing it to run all the time maxed out. I installed all the latest drivers for the chipset from AMD, I have the latest driver for my RX 580, and Im not over clocking a thing, all set to stock in bios, and unless Im in bios, it runs ultra fast all the time and never comes down. If Im in bios my cpu fan is quiet, runs at a solid 40c the entire time Im in bios according to it. But once windows is loaded all get out goes nuts, and even after its all booted up, and processes show 1-3 being used, and ram is at 18-23% being used of 32GB, its just chugging away. My temps in the case is at 36 degrees but Im getting tired of hearing the fan go up and down up and down as the cpu is going insane from 45 to 70 degrees bouncing all over the place. I redid my thermal paste twice, once with Arctic Ceramic based pasted, and this time with Arctic MX-4 with no change at all in results. And yes I know how to apply the paste and done correctly for I been building computers for well over 20 years and never messed one up ;)

So what may be your thoughts as far as why its not coming down to stock MHZ at all with absolutely nothing really running, or being used, or things running in the background? I can stop my cpu fan from bouncing its rpm all over the place by just making it go full power in the bios, but then I have to hear my pc be all loud and stuff, and I dont really want that as it sits only 2-3 feet away from me.

My pc is:
Patriot Viper ram 2400mhz 32gb
AMD RX 580 4g
AMD 3600X
gigabyte x470 aorus ultra gaming
Was using a Thermaltake CPU cooler and it was going up and down with the rpm's, so I bought a Stock AMD RGB Spire cooler for it with the same results with rps and heat bouncing too
NZXT H510 case with 4 fans
Corsair X1000 1000 watt modular psu, that shows good steady volts at rated power for the 3.3/5/12v

And thats it, nothing crazy, and ultra cool inside with all the fans in it with 2 fans pulling air, and 2 fans pushing it.

So I am eager to hear what you have to say so I can try it :D

Is this a clean install of newest (1909) Windows 10? If not, consider a fresh re-install, because power-management weirdness often occurs when transplanting installations between systems or platforms.

Also, install the AMD Chipset Drivers, they come with the "Ryzen Balanced Power Plan(tm)" and "Ryzen High Performance Power Plan(tm)". Learn to use those.

Lastly, make sure that your mobo BIOS is up-to-date, especially the AGESA version should be ComboPI-1.0.0.4 patch B (or newer, if someone is reading this in the future.)

I know you said you know how to apply the paste, but how did you do it? You pretty much have to spread it over the whole CPU with a credit card with these ryzen chips.

sounds about right for AMD ryzen chips i have a 3600 and while it doesnt bounce around so much in temps it does constantly boost with no load. which thermaltake cpu cooler do you have? maybe upgrade to a better cooler? play with the power settings, sometimes i set my cpu to max %5 ;)

As far as the bios goes, I have the latest. As far as windows goes, I went to windows and got the latest from them onto a usb flash drive. As far as cooler goes, as mentioned I ditched the thermaltake and went with the stock rgb spire cooler, which should be just fine for this at stock, and getting the same temps and results. As for the balance and performance thing, I will be looking into that right away and see whats up with that. And it was a fresh install, wiped the drive out and stuck it on.

BTW, just looked at your pic, you're using NZXT's CAM software. Observer effect indeed. You should be using Ryzen Master only, for monitoring.

My only input is that you should use Ryzen master for monitoring temps, that may not be correct (54c at idle)

I asked this question multiple times for my 3600x. if you check CPU-Z, is your multiplier jumping up and down, causing your CPU speed to go up and down, causing your S.m.a.r.t fan speeds to go up and down?

If so, i'm told this is 100% normal and to address the fan noise only by pushing out your fan curve to have it not ramp up till about 55-60C. You can also use Gigabyte SIV to set a fixed fan speed at low until it hits about 60C then it'll spin at MAX.

Well what the happy crap is this crud?????? I installed Ryzen master and it shows something totally off and not right. It shows the speed is way down along with the temps, and that cannot be correct one freakin bit, because I can sit here and listen to my fans speed up and down with the much higher temps that the NZXT app is showing. As it hits 68+ on the temps my fan spins up to max speed, and when it comes down, according to NZXT app, to like 48 or so, is slows way down, and then its bouncing all over the place watching the NZXT app, and as its doing that my fan is literally going nuts , fast when high, slows down when cooler, and so forth, and its never subtle at all, it loud quiet, loud quiet, loud quiet, but the AMD Ryzen programs shows something way wrong, for if it was really at 40~c and clocking at 1000mhz or so, then my fan wouldnt be going insane!

What in the funky hell is going on here!?!?!?!?

I will check with cpuz right now. Here is where it is while in bios and temps level out, stays right at 40 no more no less. And I'm not gonna settle for normal like this, cannot be, for why say your cpu is stock at 3.8 and turbo at 4.4 when needed, then max all the time even with no load. And why is the Amd program dating in at 1ghz, but in really at 4?

You're creating the problem by using software that is constantly polling the cpu, in effect waking it up constantly.


You can use monitoring apps that do not poll, such as hwinfo with polling disabled.

The fan speed you are referring to, is it case fans or CPU fan or both? Additionally, are those fans controlled by a Windows app? What I'm getting at is that it's possible the app controlling these fans is either causing the boost issue or is misreading the boost and temps thus causing the weird fan behavior.

Well here is CPUz, NZXT, and Ryzen Master, with Z and NZXT showing the same, and Ryzen master wayyyyyyyy the heck off and showing wrong. Is Amd hiding something or ???? it makes no sense to me as far as these 2 programs showing the same, and again, my fan ramps up and down as the temps go up and down, so its telling my bios its running this hot and needs more fan, and yet the AMd program is showing something way different, and if true, then I wouldnt be sitting here listening to my fan ramp up and down, one second it quiet, then, another its maxed out, then slows, then maxed. If Amd master was to be true, at 1ghz, and 40~c, then I wouldnt be hearing my fan really at all.

Observer affect. AMD has the CPU increasing clocks per core at insane almost impossible to monitor speeds. Chances are every time they check, really really really quickly a core shoots up to 4.5GHz or there abouts. Causing certain parts of the CPU to heat up temporarily giving them high idle power usage and temps very momentarily. On top of that AMD has information collected from about 1000 different sources for power and temps, as it's what helps them handle the turbo so fluidly. Whats the chances that what AMD is displaying being the same as what the other monitors are grabbing?

If Ryzen mater correct then why is it my CPU FAN ramps up and down to the max when its set to 55c to max out the fan? If it was at the 43~c Ryzen master shows, then I wouldnt be hearing it at all going fast and slow as I watch my temps jump up and down on the NZXT app. And Im hearing it, not my case fans for I went into bios and ramped up each one, one at a time, to isolate which fan was indeed going fast and slow all the time as Im just sitting here listening to my tapes, or surfing the interwebs. As far as the program making this happen, I installed it because I got sick and tired of listening to my CPU fan going fast and slow all the time and wanted to see what was up. So it was doing this WAY before I installed the NZXT app, or cpuz, or Ryzen master program. I do want to believe that the Ryzen master app is correct, but since my bios is told otherwise, that it is not at 43~c, or at 1ghz clocked on the cpu, its most likely that cpuz and NZXT are right, because I can sit here and watch the temps go up and down along with my CPU fan ging fast and slow. and UNLESS I go into bios does my fans slow down and temps, according to bios, as shown in the picture, levels out at 40c, at which point I cant hear a darn thing from the fan, it stops going fast and slow and as quiet as a mouse fart.

So again, if Ryzen is correct, then my CPU FAN, wouldnt be going fast and slow with the temps being reported, it would be just like in bios, quiet.
Since NZXT and Cpuz show the same fast clock speeds, and Ryzen shows something different, my bios is being told that it is indeed getting as hot, and as fast as the two show, and not ryzen, for I changed my fan curve to go to max at 55C and its still going to its max, not lower as Ryzen master would have me believe, and then I shouldnt be hearing my fan at all if that was the case.
I was having this problem before I installed ANY monitoring, and decided to today because I installed the new AMD RGB Spire fan on it last night, and this moring was ticked off because it was still rampingg up and down and I wanted to know why when I am not doing anything on my pc at all, no gaming, no surfing, no listening to music, no screen saver, no nadda, not a thing, and after I installed the stuff, I saw it was maxing out my core, and my CPU fan was going with the temps I was seeing, though Im showing a 1% cpu usage.
My core clocks are ALWAYS between 4150 and 4399 no more no less according to cpuz and NZXT programs, and temps are nuts between 45/48c-69/72c and all over and inbetween.
But I have to stress, that if Ryzen master is to be correct, then why is my bios kicking my CPU fan to max, when its set to be at max at 55C, not 40~c, for it does go up and down when watching the temps and clock speed go insane using CPUz and NZXT, NOT Ryzen, for if it again was to be believed, I shouldnt be hearing my CPU fan at all.
And as you can see in my pic of the bios, my case is at 35-40C inside, so no real reason for the temps, AND YES, I did go into bios and kicked up ALL of my fans to max, and it didnt change the temps being reported, granted I had my CPU fan set to max, and was loud, and steady, the temps and clocks on the other hand, were still exactly the same, no change at all.

Because Amd shows Im at 40~c, and the others are all over from 45-68c, and my CPU fan is set to max out at 55C, and its maxing out. So what is the bios reading as well, thats telling it, the chip is haf, kick that cpu fan to max? If it was at the Amd Ryzen Temps shown with the Master program, I wouldnt be hearing my fan at all ;)

I also removed the NZXT and cpuz programs, and all traces of them from the registry and Im still sitting here listening to my CPU fan ramp up and down, only the Ryzen master program is now installed showing its at 42C and my bios has the fan curve at 45c to be at 40%, so I shouldnt really be hearing it at all, again, if Ryzen master program is to be believed, but yet my fan is still maxing itself out when set to 55c at 100% at that point to do so.

OH and one more thing, when I restart my computer, I go into bios right away and go into the health/fan settings, and I can sit here and watch it come down from over 50c at that point, all the way to 40C and stays there, and as it is coming down can hear my fan get slower till it hits 40c, and then I dont hear it at all, and it stays put at the 40c, and fan doesnt spin up and down until I load windows again, and then its all nuts again.

If that's the traditional pea sized drop in the middle of the heat spreader it won't cut it with the new Ryzen CPU's. Just in case you don't know you'll need to spread a even coat all over the heat spreader....Not sure how you applied is why I replied is all.

Yes I remember having that problem before, which is why I redid my system a week or so ago, and still didnt fix it, so I bought the Stock AMD RGB Spire cooler off amazon and got it yesterday, and installed it and still with it, im having the same problem as I was with my thermaltake I replaced it with. As far as programs go, only stuff I have installed is Steam, and Origins, nothing else have I installed to get the malware problem I had in the past. Also with that problem I had in the past it was really my video card that was pegging out at 100% all the time non stop, I dont recall my cpu acting this way. And after I fixed that problem didnt have it again. But this is a fresh install, with the 2 programs installed, nothing more other then drivers, which I have all updated, and updated my Bios as well. There really isnt a need to do a scan, but I will anyway with malwarebytes, and a virus scan, but since I havent installed anything from the internet I shouldnt of, or visited porn sites :)O), there isnt anything on here for both my CPU (at1% load), and gpu (0% load) so I have already ruled that out. I am coming here to see if there is anything I may have missed I havent tried or done to it already that would be causing this. And I find it funny still that Ryzen master shows a completely different set of clocks and temps then the two other programs, and if again to be true, why is bios being told its NOT at the 40~c being reported, but well past 55c and maxing out my fan, and I sit here and listen to it, rather annoyingly go fast and slow driving me insane having to hear it ramp up and down, and get loud and quite, and Im not doing anything on my pc to warrant the temps or clocks the other 2 programs are saying its doing, I feel is correct considering bios is set to max out my CPU fan at 55c, so its seeing it hit that and then some maxing it to the tilt.

And I did reply that I did it using one of my old credit cards I have been using for years, and that I dont believe in that pea size stuff for a minute on ANY of my stuff be it my cpu or gpu, I spread it all with a even thin coat, for too much will have a negative effect, as well as too little ;)
