A much less powerful embedded APU with Vega 8 can smoothly playback 4K 60Hz. Video below starts at 4K test.

Newegg has the B550M Steel Legend for $115 and ASRock states it has HDMI 2.1 and DP 1.4.Thanks DAPUNISHER: I also discovered that the AMD motherboard. seemingly, has to have HDMI 2.0 or better to do 4k so I'll be careful as most seem to only have 1.4 although in some cases I think you could convert a display port output to 4k HDMI?
