What probably happened:
The driver did something to piss off Roid-man. Roid-man got revenge by cutting them off and brake checking them. The driver hit them, which Roid-man viewed as an assault on him AND HIS "FUCKING" WIFE.
Roid-man went full retard because of the "assault" on his wife.

Just another view to somewhat justify his actions.

Actually most bases do except for the headquarters and such. A big fat chunk of land is always reserved for housing and shopping (for the wives and such) and they want it to feel as homey as possible.

Orlando looked nice before they shut everything down and the buildings fell into disrepair. All that was left at the end was the nuke school.
