Sounds to me like Anand is on Crack. I'm using XP Pro on both machine, and no, I haven't updated my rigs. Hell, I never even had WinNT...

The low level tweaks (I think...?) modify registers on the video card itself and each time you reboot, rivatuner runs
long enough to make the changes, then exits.
I don't know if this is better or worse (or why there are two paths at all for that matter).

XP/2000 is built on NT technology.
Nothing wrong with NT.
