She wasnt going anywhere. She agreed to get out of the car. She opened the door and was on her way to getting out when the cop grabbed her. She was no threat at the time and I dont see why he felt the need to grab her and not let go when she asked him to. He did not tell her that she was under arrest at that point.
And, I am not a cop, but I think they did have a choice. They could have let her get out of the vehicle of her own volition, told her she was under arrest and why and then touched her to cuff her.
There is a similar incident like that, but this woman got tazed twice.
