I blame it on the way they secure the building. You don't have courthouses WITHOUT bulletproof glass. It wasn't the designer's fault; you can always replace glass..

I doubt it was a matter of design but moreso of cost. I imagine at one point the designers said "Hey you guys probably need bulletproof glass", but the money instead was likely spent on nice new mahogany desks.

how thick are the desks? think they could have stopped the shot? Really, i could go either way. Use bulletproof glass for the windows or cover them up with mahogany desks.
