I think if he dies the title would have been "Judge shot dead" or "Judge killed by sniper".....

Yes, the judge was rushed to the hospital, but they don't know his condition yet.

I doubt it was a matter of design but moreso of cost. I imagine at one point the designers said "Hey you guys probably need bulletproof glass", but the money instead was likely spent on nice new mahogany desks.

how thick are the desks? think they could have stopped the shot? Really, i could go either way. Use bulletproof glass for the windows or cover them up with mahogany desks.
