I live in LA and have heard plenty of first hand accounts about shelters both with Katrina and Gustav. I'm not surprised at anything she said there. What an utterly thankless job, I'm sure she stayed on for 120 hours because she felt compelled to do it once she had started, because they were most likely desperate for help. Somehow I can't see too many people jumping and volunteering for this after what went on in the aftermath of Katrina.
These full scale coastal evacuations are a nightmare for this state (particularly for medical personnel at hospitals, but that's another story). As far as shelters go, there are simply not enough sizable cities and infrastructure in the northern and central parts of the state to comfortably accommodate many thousands of people who expect the government to cater to their every need. I'm not sure how the inter-state evacuations were carried out in neighboring states this time around, but I think a lot of Louisiana residents did a real good job of permanently wearing out their welcome in those places back in 2005.
All the bitching and griping this time has gotten the state Social Services chief thrown under the bus and forced out as of yesterday, because shelters weren't set up like the Ritz Carlton, and people had to wait in long lines for their emergency food stamps, or were too stupid to check if they were even eligible before waiting in said long lines and getting denied.
