If you look you will see a bike sign. I stop at that as bikes come from that part usually on warm days. I then pull up and yeild and take off.

Alright lets say he stopped before the bike sign. That's still not stopping AT the red light. That's stopping at the bike sign. You have to be at the intersection when you make your stop. Do you normally stop 4 car lengths from the intersection when you are making your right on red turns? If you do, you will be getting a ticket son yourself. 4 car lengths from the intersection you can't see oncoming traffic in the intersection and therefor have not verified it is safe and practicable to execute the turn. Sorry, but anyway you slice it, he earned that ticket.
