EZ-Flash should do the job: have the floppy with the latest BIOS inserted and press Alt + F2 during POST. It should automatically flash the BIOS. As far as I can recall, during this period, the CPU is either not needed at all or is underclocked (heavily).
Edit: Actually, come to think of it... How is the BIOS flash data being processed? Indeed, with a CPU.

So I'm guessing it'll just underclock. I've seen this happening with other CPUs on certain motherboards. I can't guarantee anything, though.
