I think mortgage rates have popped like 1% over last month or two, so some buyers who have been looking for a while may have felt pressured to get the type of home they want before the monthly payment associated with higher and higher interest rates (or at least the perception that rates will keep skyrocketing like they apparently did recently), completely prices them out of the type of home they thought they could afford.

I'd highly recommend getting Eric Tyson's "Home Buying for Dummies" book. Easy to read, but really filled with lots of pearls of wisdom about the whole home buying process.

Aren't county assessments based on the last 3 home sales in the general area?
That is what Realtors have been telling me

So in an area that has seen heavy sales activity wouldn't that make the assessment pretty accurate?
