the blurry person there is waaaay too blurry compared to the rest of the picture


think its mostly done in photoshop even
 
And if it's raining it shouldn't be getting brighter and shifting to white spectrum in the background.
 
Definitely rendered. The S403 is a clue. Also, for the guy to be blurred that much the shutter speed would have to be pretty slow and there's no way that the rest of the scene would have come out with those levels (relatively light sky, dark foreground) like that.

No, it doesn't sum it up. Why does the guy have an umbrella, but none of the car windows are wet?
 
The New York Pic looks real to me. the camera might not have been set up for action, but landscape. Hence the blur.

Doesnt look like a manual setting pic.
