I've actually noticed this, too. When things start going to hell, some people's one and only reaction is to stand up on the brakes and deathgrip the steering wheel.
When someone does something unexpected around my wife, she just automatically slams the brakes... even if she's doing 70mph on the freeway with a mile of traffic behind her. A larger portion of men, generally speaking, seem to take a split second - prior to reacting - to assess their options. It's just a biological difference between how men and women operate. It's not necessarily a personal fault.
For instance, when I had my Jeep Wrangler, my wife and I were turning off one icy road onto another. I hit a patch of black ice and went into a skid in mid-turn. Instead of slamming on my brakes and panicking, I managed to guide the Jeep out of the skid and I put it right between two signposts just off the road. No damage whatsoever. My wife even remarked how if she had been driving, she would have just closed her eyes, hit the brakes, and prayed for the best (which would have sent us sideways into one of said signposts).
I'm not saying this makes men safer drivers; that's far from the truth. There are a lot of dynamics in play when it comes to men vs. women drivers. I still stand by my point that women cause more accidents, but men cause more damage. This is why women pay less insurance (and I agree with the insurance companies... it's all about risk assessment).
It's a quality issue, not a quantity issue.
Day to day, any given woman is more likely to cause an accident than any given man... HOWEVER, when that man is the one to cause the accident, look out. The woman's accident is likely to be a minor fender bender, whereas the man's accident is likely to cause a 26 car pileup, 4 deaths, 14 permanent injuries, and 1 totaled guardrail.
My sister is one accident away from being uninsurable. She's had so many claims that she has to use Safe Auto, and if she gets into one more accident, they're kicking her to the curb. Note, however, that she's caused very little damage in her accidents and no one has ever been hurt. She's simply had a ton of them.
My wife has rear-ended two vehicles, knocked off my side-view mirror whilst backing out of our garage, crushed a deer's skull, backed into no less than 3 parked cars, and driven over a dead dog. Root cause of all incidents? Obliviousness and carelessness.
I've been in one accident. I honked at a guy as he was cutting me off on an on-ramp. He flipped me the bird. I flipped him the bird back. He slammed on his brakes as I rode up on his bumper. Final result? Two totaled trucks. Root cause? Unbridled, unchecked, pure male aggression.
