It can be programmed without JP1, but JP1 is easier and lets you backup the remote. I programmed 1 button to turn on my Receiver, select DVD audio input, change input on TV, Turn on DVD, Play. Another button to shut everything off and go back to TV. My only complaint is that it can only learn about 25 keys before it runs out of memory.
Call RS and ask them to check which stores have the item 15-2104 so you don't have to go search for it. Not available online.

No remote out there can control the XBOX playback kit if your wanting to use it to turn it on and off.
