Peak power consumption is around 300w, while average is 250w or so at TPU. http://www.techpowerup.com/reviews/AMD/R9_290/24.html So presumably 1-1.2kW for the cards, leaving the 400w for the system.

I had a separate PSU powering just the card, and measured just the PSU with a Kill-a-Watt. Accounting for the power the card draws from the PCIE slot (roughly 75W?), it was around 425W with 1.35V.
