Which card is faster, the Geforce2 GTS-V at newegg or this Radeon LE?

I note from the AT article that Entech's PowerStrip was used to overclock the card. That program is shareware at $30. It has much more capability than just overclocking the ramdac. Is there a freeware program to do the same thing or can the card be overclocked during the evaluation period and stay overclocked after the software expired? Obviously spending $30 negates the price advantage of the card.
