Hey, im new to digital photography, and need to take a certain type of shot. I want the forground in focus, and the backround blurred. Do I adjust the aperture or f stop or am i missing something?

yes shoot with the largest apature you can,

2.8 being the largest then 4, then 5.6....

1, 1.4, 2, 2.8, 4, 5.6, 8, 11, 16, 22, 32, 64, 128

<-Large ----------------------------------Small->

If it's a regular point and shoot digital, it might not put the background out of focus by very much.

Try and use a higher zoom with a wide open aperture.

If your camera has it so you can set the focus by pressing lightly on the shutter button, just center your subject and press it...everything behind should go blurry...sorry not a very technical explanation lol its just how I've done it before

Thanks for all the help guys, I was able to do what I wanted. I just had a brain fart and couldnt remember the proper way to centralize the focal point.
