your bottleneck is the ram, if you would lower the divider you could keep the 1t command rate at 2800MHz, but it is better to increase the bandwidth (which is what you have done) cause the command rate has been shown to have exagerated importance.
So to sum it up, keep the 2800MHz and use the 2t command rate, although you may want to lower your mem divider and see how much further your cpu will go.
