Yeah that is poorly written. I am looking further into the story.

The FBI says that during an Oct. 31 conversation, Blagojevich described an approach from an associate of Senate Candidate 5: "We were approached 'pay to play.' That, you know, he'd raise me 500 grand. An emissary came. Then the other guy would raise a million, if I made him [Senate Candidate 5] a senator."

I find it hard to believe somebody would approach the gov out of the blue for Jackson Jr. It will come down to getting the person or persons who did approach the gov on behalf of Jackson Jr to turn on him. This could be a very interesting a destructive investigation for chicago politics.

Fortunately for the rest of us who refuse to dismiss corruption on either side, I can guarantee that this is going to pan into a much broader investigation in the near future, and he will no doubt be involved.
