question: Kobe Bryant's sentence if convicted... possible $750,000 fine. How would a regular Joe pay it?

A regular Joe doesn't have the talent to make it in the NBA and thus make millions of dollars as an entertainer. Not Kobe's fault.
 
Normal people also wouldn't have the ability to get out of a conviction like Kobe most likely will.

First off, I seriously doubt that any judge/jury would actually sentence that fine, knowing that it would mean financial disaster to the plaintiff.

If it did happen, the only solution that comes to my mind is declaring bankruptcy, or simply just not paying it. (But that would lead to more legal issues, I'm sure.)

You can't declare bankrupcy on fines.

If I sat in prison for 20 years, then got released and owed $750,000 to the government, I'm not going to make any effort to pay it off. Maybe find a bank to rob

well, you could bring up how unfair the system of fining a convicted criminal is.

if a crime is punishable by a fine, and two people commit the same crime, one who is rich and the other who is poor... it would be like a slap on the wrist to the rich one, while the poor guy is screwed for the rest of his life.

Yup. Bankruptcy doesn't do jack for fines and taxes.
