OEM (Original Equipment Manufacturer) software sales must include an appropriate piece of hardware to keep the sale legit. For example, an 80 GB hard drive, or an entire PC would be appropriate hardware with a copy of an OS. A pencil would not.

My boxes say NFR, but the disks do not on the ones I have.
I haven't seen a Dell OEM disk, so I am going with Spanky's description of what is on the disk.
