Yeah, you need to be no more than 2 miles from a telco central office for DSL to work. The fact that you're only getting 28.8 connects might also mean you don't have copper wire in your area----bad

If that's the case, that wire would have to be replaced before the phone company would even THINK of selling DSL in that area.
IDSL has a range of 5 miles from the central office, but only goes 144K or so. Again, if you don't have any copper in your area, that might not be available either.
Check to see if there's any wireless providers in your area. Sat. connects still require a modem for uploading and tend to be a bit unreliable. A wireless provider should be able to give you at least 256K (maybe more).
