started adding seated curls to my workout and have a couple of of beginner questions.

1. At approx what angle should the incline of the bench be at?

2. What is the correct form for the arms before I start curling? Are my arms supposed to be straight down (perpendicular) to the floor, in a natural position?

3. When I curl up, am I to curl straight up? inward? outward?

Doesn't matter. You can mix it up.

I like to curl with a fairly steep incline and to curl up and slightly out. I like to have my elbows slightly forwards and keep my elbow in the same position for as much of the curl as possible.

This is an exercise you can experiment with and see what feels best for you.

You are thinking way, way too hard about curls. Sit down. Start with elbow straight. Bend arm as much as you can. Repeat. Seriously, your hand can be face up, neutral, face down, whatever. If it's heavy and difficult, you're doing it fine.
