Aren't there already too many people with degrees?

Yes. There are already plenty of people I know who decide their educational path based on cost.

Except that the compromise that was rejected by the student unions amounted to gratuity for any family that earns less than either 60k or 100k (not sure which number).

As I have said several times, the proposal from the Quebec government still leaves the tuition bill the smallest in Canada. So it is more affordable than anywhere else. Many of the student protests have been violent and/or interfered with students who do not share the views of the students on strike. It has little to no support outside of students.
