Devs dont need to support every card out there. Only kepler, maxwell, gcn1, 2 and 3 have dx12 support anyway. Also as dan baker said, there are programmatical ways to optimize for different uarchs.they do one close box system where every using same specs.
Not to even mention that that really is the job of middleware providers a la unreal and unity.
So yes, it is more complicated but more performant and easier to debug.
