People may be attending college for different reasons than you. If their actions (or inaction) do not really impact you, focus instead of how to get the most out of the experience yourself. The military may have given you a sense of discipline that a lot of college students lack, true, but it's your choice to be annoyed by their laziness.
As far as actual disruptions go, basically, tough shit. You can rant, but it's not going to do any good. The broken public school system, shitty parents, and society's buy-in to the every-kid-gets-a-trophy mentality have created a couple generations of entitled, lazy kids who think they can say and do what they please and still succeed. If your college bends over to accommodate them (as most do), then you'll just have to deal with it or find a school with higher standards.
It's all about the money -- why kick an underperforming kid out when you can just keep taking his money? Schools aren't really worried about diluting their brand by letting shitty students graduate because every other school does the same thing, and families will still keep pumping in the tuition payments anyway.
College has ceased to be about learning; it's about testing your ability to identify what you need to do to get by, and putting up with this kind of bullshit for four or more years. You do what you're told, and you get the paper to prove it. That's what employers like to see. The lazy bums in your class have already realized this, and you're just late to the game.
If you want to actually learn something, go to grad school or get cozy with a professor who wants a research assistant. The Master's degree is the new Bachelor's.
