I went ahead and got the game off steam. I had a friend raving about how great it was so I took the plunge.
It is a high action game. There are very few moments of standing around waiting to do something. A lot of the game consists of running up wall, jumping from building to building and ripping apart the enemy. It is really a lot of fun.  I thought that is all there would be to it but there is actually a lot of options on how you handle a situation. You can grab a soldier in an alley and consume him allowing you to know everything he knows and assume his form, which is pretty cool. The game even suggest that you visit military bases often to consume soldiers for their knowledge. You have to be careful doing it, since if you do it in plain sight all hell breaks loose. 
Graphics are good , especially considering what they have to portray. The city is fully open, no loading between buildings , you can run down the streets for miles if you like.  I never had a problem with frame rates or slowdowns which really surprised me with everything that was going on . I had 5-6 mutant creatures after me and about 20 soldiers also after me and it never made a hiccup. 
The mutant AI is very good. Almost too good. I was trapped in a warehouse trying to kill them off and using everything from sprints and jumps to wall climbing to stay ahead of them and they followed me, never losing pathing to me. 
Options menu is the standard console to pc layout. Options are set as low medium high and AA can be set to off/ on 4xaa etc . 
Controls - if you have a 360 controller I would use it. I can't imagine this game on a keyboard and mouse. It just has too many controller specific actions like the longer you hold a button the more an action charges up, double tapping buttons performs new actions and actions that rely on how hard a button is pushed. I tried it with a keyboard first and the controller is definitely the way to go. 
The bad:
People on the streets are damn annoying. You can kill one soldier and for blocks away all the people continue running screaming like they all saw the act. 
Your character while walking down streets automatically pushes and sometimes hits people you walk pass. I'm trying to stay hidden and he is doing stuff to make me standout.
The games physics are great in some areas and terrible in others. Large objects like cars, tanks, move around in collisions like they are made of paper with no weight to them . If I bump into a car, the car shouldn't move like superman pushed it. I think the developers need to read up on the equal but opposite force part of physics.

I did not have any technical problems which is good for a console to pc port.
