He stated he will be adhering to the DOJ's restrictions. It looks like he won't be rising to the occasion.

Basically yea he committed lots of obstruction but because of OLC guidelines we couldn't charge him or say so.

He seems to be flustered with Collins...basically Collins is saying “hey in the report you said collusion and conspiracy are synonymous, so if there’s no conspiracy, we can conclude “no collusion?” Mueller seemed to be unaware that language was in the report.

Doesn’t bode well for his overall credibility as a witness, based on how TV sound bites work.

I would assume there is more to that quote. I think Republicans know Mueller is old and feeble and they can hammer him with impunity.

He's being hammered pretty rapidly, I can't even keep up to the questions as they are being read. Lots for him to take in all at once, I don't blame him for getting behind a bit.
