Well some owners didn't get their dogs young enough so a muzzle is a way to socialize safely.

Many use it as a bandaid though with no intention of fixing the behavior.

I don't get your last statement if you are criticizing people that need muzzles. A properly trained dog will not bite a child unless it has a behavior/mental disorder.

Terriers are some of the most aggressive breeds as a class of dog, they are also some of the best pets.

The main problems we face today is everyone is a breeder and often creating dangerous and unhealthy puppies.

Agreed about terriers. One of my Aunts and Uncles had 3 or 4 terriers and they all turned out either insane (I mean literally insane) or really aggressive. They had to put one of them down because it kept bitting everyone. However that family has it's own issues which I won't go into here which account for about 90% of the problem.
