No this is to much like Divx vs DVD, Divx had to get permission from the mothership to play a movie where dvd didn't. WPA will have some bugs meaning people will be locked out of there computers that shouldn't be.

If I have to activate XP and have Microsoft play games with the right to install, to hell with them; I'll start a petition for Apple to make OS X Intel/AMD compatible - they started the gui interface.
