The reason i ask is because in the US it seems that upload comes at a much higher cost than other countries...

On DC++ people get 5mbit down and 1-2mbit up for like $50 US dollars...

this was from back home a while ago from surewest 50 bucks a month.. ill be back home in 3-4 years sigh i miss my connection ... its still up though =)
